About KSAT Hyper

KSAT (Kongsberg Satellite Services) is building Hyper, a next-generation communications initiative delivering a real-time, global relay network by integrating a LEO satellite constellation with KSAT’s extensive ground infrastructure. Hyper will provide seamless, low-latency connectivity for satellite operators across defense, climate monitoring, Earth observation, and commercial domains.

With the system in advanced development and regulatory engagements intensifying, we are hiring a Head of Regulatory & Spectrum Affairs to own every aspect of spectrum access, licensing, coordination, and compliance for the Hyper service. This role is critical to securing—and defending—the long-term global operating rights the network depends on.

The role sits within the Hyper management group, reporting to the VP, Hyper, alongside the Heads of Payload, Programs, and Software, the Director of Business Development, and the Head of Marketing & Communications. You will lead a small regulatory and spectrum function of your own—including a Spectrum Engineer—while working in close partnership with KSAT’s central spectrum team and Legal.

Your Role

As Head of Regulatory & Spectrum Affairs, you will:

  • Serve as Hyper’s lead interface to international and national regulators—ITU, Nkom (Norway), and other relevant authorities and forums (e.g., FCC, ARCEP, CEPT).
  • Own all filings, coordination, licensing, and compliance strategy, ensuring the system holds the orbital and spectral rights it needs to operate globally.
  • Lead and develop the Spectrum Engineer, and build out the regulatory / spectrum function as the program scales.
  • Partner closely with KSAT’s central spectrum team and Legal—aligning Hyper’s filings, coordination positions, and licensing with KSAT’s wider portfolio and its contractual and legal obligations.
  • Translate regulatory constraints into actionable system requirements together with the Head of Payload and the engineering teams.
  • Represent Hyper in ITU-R study groups, CEPT and regional consultations, frequency-coordination meetings, and bilateral negotiations with other operators and administrations.
  • Advise the VP and technical leadership on frequency strategy, regulatory risk, and coordination positions.
  • Own the regulatory schedule, deliverables, and risk register across the Hyperion, mmL1, and Hyper Comms lanes.

Key Responsibilities

  • Lead all spectrum activities: ITU filings, national licensing, and regulatory compliance.
  • Manage regulatory timelines and deliverables across concurrent development projects.
  • Contribute to ITU-R study groups and regional regulatory consultations.
  • Prepare and lead bilateral coordination with other satellite operators and national administrations.
  • Review and interpret new regulatory developments and advise on their impact on architecture and deployment plans.
  • Keep Hyper’s architecture and deployment plans aligned with spectrum availability and usage rights.
  • Support the regulatory aspects of ground-station deployment, gateway-site licensing, and RF-footprint compliance.
  • Line-manage the Spectrum Engineer: task allocation, technical review, and professional development.

Qualifications

Required

  • 3-5 years of direct experience in satellite communications regulation, frequency coordination, or spectrum policy, including end-to-end ownership of filings and coordination.
  • Proven track record managing ITU filings and coordination—hands-on with GIMS, SNL, BR IFIC, and API / A / CR / C coordination procedures.
  • Strong knowledge of the ITU Radio Regulations, CEPT frameworks, and European / national licensing regimes.
  • Ability to bridge technical and legal domains—combining RF system knowledge with policy and legal interpretation.
  • Experience representing satellite operators in high-stakes international coordination meetings.
  • Bachelor’s or Master’s degree in Engineering, Telecommunications, Policy, or Law.
  • Excellent written and verbal communication in English; other European languages a plus.
  • The role is based in Norway. Applicants must hold the right to work in Norway.
  • Citizen of a NATO member state and eligible to obtain a NATO security clearance.

Preferred

  • Experience line-managing or mentoring regulatory / spectrum staff.
  • Familiarity with LEO / NGSO coordination and EPFD limits.
  • Prior work with Nkom or another national administration.
  • Background in defense or dual-use communications programs.
  • Working knowledge of Norwegian.
